Introduction to Faster Payments in the U.S.

NACHA and the Regional Payments Associations developed a foundational, educational tool to illustrate the differentiated features/benefits of current and emerging faster payments solutions. The tool represents our collaborative efforts to leverage and evolve the competencies of NACHA and the Regional Payments Associations in education to emerging areas of payments. The tool can be downloaded and shared from here.

U.S. Treasury Intends to Participate in Same Day ACH

As of September 15, 2017

The U.S. Department of Treasury’s Bureau of Fiscal Services has informed NACHA of its intent to be ready to participate in Same Day ACH as of September 15, 2017, which is also the date Phase 2 goes into effect. As of this date, the Bureau of Fiscal Services will be ready to receive Same Day ACH credits for tax and non-tax payments. Subsequent to September 15, 2017, the Bureau of Fiscal Services will begin to roll out same-day origination capabilities for various Federal agencies, beginning with the IRS’ Electronic Federal Tax Payment System (EFTPS) in October 2017.

Highlights:

  • The Treasury is committed to participating in Same Day ACH as of Sept. 15, 2017, beginning with the capability to receive tax and non-tax Same Day ACH credits
    • With respect to origination of Same Day ACH, Treasury will have this capability no later than October for EFTPS debits
    • Other Treasury programs will be adopting the capability later in the year and into 2018
  • ACH origination software vendors and third-party processors providing financial institution ACH origination services need to know that federal government routing transit numbers are expected to be operational to support Same Day ACH credit receipt as of Sept. 15, 2017

Treasury’s participation in Same Day ACH is still dependent on the publication of a final rule under 31 CFR Part 210.  For additional information see the Federal Reserve’s customer communication at https://www.frbservices.org/files/communications/pdf/fedach/040717-same-day-ach.pdf.
